Luc Gets His Guaranteed Contract!
From the NBA's Official Website:
The Milwaukee Bucks signed Luc Richard Mbah a Moute to a multi-year contract, General Manager John Hammond announced Wednesday. Mbah a Moute (6-foot-8, 230 pounds) was the 37th overall selection in the 2008 NBA Draft and will participate in the 2008 Las Vegas Summer League with the Bucks (July 12-20).
Quite surprising they all agreed to a contract this fast, they usually wait till after the summer leagues to evaluate and sign second round picks — Congrats Luc, make us proud!
If you're Las Vegas, go check him out with other past UCLA basketball members such as Kevin Love (Timberwolves), Arron Afflalo (Pistons), Cedric Bozeman (Lakers), and LMR (Lakers).

Guaranteed?
What makes you think it’s guaranteed?
I read the link a few times and as far as I can tell it doesn’t say anything about guaranteed. It just says multi-year contract.
To me, it looks like he got the same “you have to make the team” contract most second round guys get. But I could be wrong … do you know something that isn’t in the story?

I’m no expert on NBA contracts, but I thought that 2nd round picks only got 1 year deals, whereas the first round picks got 3 year deals with 1 year player options. It would indeed be interesting if the Bucks offered him a multi-year deal after picking him in the 2nd round.

Depends on the circumstances
While 1st round picks must be offered a multi-year contract (2 years, with a team option exercisable at the end of year 1), teams have no established rule governing 2nd round picks. Many 2nd round picks are signed to non-guaranteed deals, though a team is free to offer a multi-year K as Luc seems to have been (or not to sign the player at all).

does Luc have good representation?
His brother says Luc will get multi-year guaranteed money. I don’t see why Milwaukee would do that for an unproven 2nd rounder. Who will be a specialist.

Perhaps
because Luc comes straight from Ben Howland, which guarantees the Bucks a player who already works harder, and possesses great character and a well-developed “team-first” ethic. That much is not unproven.
I also believe that Luc went all out during every tryout he had—he was physically and mentally ready to compete hard at the next level.

Haven't seen the terms, but I'm guessing it's league minimum for 2 yrs
Which would be roughly 500k for the first year and somewhere around 750k in year 2. Considering the Bucks have Richard Jefferson and Andrew Bogut receiving some big salaries over the next few years, it makes sense that the Bucks would want to stockpile their bench with cheaper alternatives.

It's been my under standing that 2nd rounders...
... are typically signed for a 2-year deal, with the 2nd year at the team’s option. Under the collective bargaining agreement, the player then becomes a restricted free agent (like Ronny Turiaf this year for the Lakers) where the team has to make a qualifiyng offer of a slight increase over the player’s 2nd-year salary to have the right o match any offer the player gets.
Thus, at the end of the 2 years, LMRAM can field offers from other teams, and if he sees one he likes, he can sign the offer sheet, and thus force the Bucks to match it, or he can go to that other team.
Long story short—Luc now has at least one year of NBA money (i.e.; several hundred thousand dollars’ worth) guaranteed, so he can enjoy some well-earned money, send some money home to his parents and family, and pay reg fees to finish his degree in the off-season.
