NCAA: Trojan Juniors And Seniors To Be Can Transfer Without Sitting Out A Season

Juniors and seniors to-be on the USC Trojans' football team, hit with a two-year postseason ban among other punishments, will be allowed to transfer to other FBS programs without having to sit out a season, the NCAA clarified to ESPN on Friday.
"The second school would have to submit a waiver asking to waive the year in residence, but NCAA rules allow for this waiver to be granted if a student-athlete's first school has a postseason ban in their sport," NCAA spokeswoman Stacey Osburn said in an e-mail to ESPN's Joe Schad.
The rule does not apply to freshman who have signed national letters of intent, however. But schools with an interest in a USC junior or senior are allowed to initiate contact with the player, Osburn said.

Steve Sarkasian who already might have lot of these kids cell numbers from his days at Southern Cal.
not sure how i feel about that
On one hand these are students that benefited under cheatey’s program and i think they should go down with ship. on the other hand, seeing a mass exodus from the burning wreckage would mean an immediate impact on the program and hurt their recruiting even more.

Is SC allowed to dictate terms of release/transfer?
Generally speaking, the team can dictate the terms of transfer (i.e. veto other schools they are playing against, etc).

The second school does not need to get permission from SC in order to recruit the eligible players. SC “may establish reasonable restrictions related to the contact (e.g., no visits during class time), provided such restrictions do not preclude the opportunity for the student-athlete to discuss transfer possibilities with the other institution”, and must be notified by the second school that it is recruiting one of its players, but permission to recruit is not required.

Interesting note on this
I did some follow-up reading and found that the Pac-10 has a separate requirement from the NCAA of a 1-year “waiting period.”
the Pac-10 would not waive the one-year transfer ineligibility rule in this case. This means, effectively, USC players won’t transfer within the conference.
