No Felony Charges For Josh Shirley, Richardsons?

The Orange County Register is reporting this morning that the Los Angeles district attorney has referred the case of Josh Shirley and Paul and Shaquille Richardson to the city attorney. The city attorney will now determine if the three warrant misdemeanor charges.

The District Attorney's Office punted Tuesday on prosecuting three ex-UCLA football prospects and referred the case to the City Attorney's Office, which will decide if misdemeanor theft charges are warranted.

There is nothing new in the story from UCLA officials. 

I want to be clear, I'm not an attorney so I don't exactly know the terminology for what has transpired. I'm not sure if felony charges were dropped or if there were no felony charges filed or what exactly happened procedurally. But if I'm reading the story right, the district attorney declined to pursue the felony charges and now it is up to the city attorney to determine if misdemeanor charges are appropriate.
