An explanation of the inability to recruit homegrown talent the last few years?

I know it's Dohrmann, but I had never heard this story about why we've had so much trouble recruiting locally in the last few years. I still feel like this doesn't address some of the problems with Howland's stubbornness, inability to relate to players and his refusal to install a more modern offense.

Trying to say SoCal is somehow lacking in basketball talent was always a farce. Does anybody have any insight into this story as far as if it rings true or is just another hit piece?
