CRN and PC agree to home uniforms for rivalry game
Before 1982, the teams had a tradition: Both teams would wear their home uniforms. UCLA would don its home blue jerseys and USC would wear its home red. But in that year, the NCAA ruled that the visiting team must wear away uniforms. Since then, the visiting team has worn white to avoid a penalty and a forfeited time-out in the first half.
Neuheisel and Carroll have reportedly agreed that the home team will take a time-out to offset the one the visitors must forfeit. The penalty will be declined. The agreement is said to be set to last as long as Neuheisel and Carroll remain coaches of the respective schools.
I was already looking forward to the rivalry game this year at the Rose Bowl. It will be interesting to see how the trOJans react to Chow on the sidelines. I'm really excited now to know that the game will feature home colors.
I hate to repeat all the fanboy talk around here, but CRN has shown a tremendous amount of effort in getting people excited about UCLA football again. To have reached out to Sneaky Pete after only being here a short time speaks volumes about Neuheisel's ability to get things done in LA.

The ncaa continues on its quest
The ncaa is the governing body in another revenue generating sport which most people call basketball (but which in Washington is called faceball, but I digress.) In that sport, where it is important for players to quickly distinguish friend from foe in a split second using only peripheral vision, one team can wear white and another can wear off-white, and it's OK.
That same organization stands Kelvin Sampson up against a wall and asks if he wants a blindfold and a cigarette for talking to kids who he wants to come to his school. But that look like the Three Stooges imitating the Keystone Cops when it comes to taking any action against the school that overtly pays its athletes and has for years.
If I were the Chancellor, I would get with some of my Chancellor buddies and start talking about a different direction. The ncaa is broken, and appears to be beyond fixing. If I were Chancellor Block I would explore creating a new body. He would need to convince about a dozen big schools, and that would be that. justsc would never join, but who can blame them for not wanting to opt out of a system that has let them cheat for decades. But I have a solution for them, too. justsc can join the World Wrestling Federation, an organization win which they would be right at home.

This has been a dream of mine to walk into the Masoleum wearing the home colors, announcing to the world however subtly that this is our town and we're here to prove it.
This is a special time my brothers, a special time indeed.
PS: Since we are in the business of reviving and creating new traditions. How great would it be if The Serving Spoon in Inglewood became the defacto Signing Day location for announcements and celebration site? Had I known it was going to happen that way, I would have been there in a heartbeat. Can you imgaine the UCLA Alumni Marching band showing up every year on signing day and playing The Sons of Westwood?
I mean why the hell not? Clearly anything is possible now.

This is very cool
He has given praise to the players, his new staff, and to his predecessor. All the while he has deflected and shared any accolades sent his way. Case in point, many apparel brands tried to get his permission to carry UCLA merchandise with his name on it. There was even talk of a throwback replica jersey with his name/number similar to the Aikman jerseys from a few years ago. Coach Neuheilsel said no. He didn't want to distract from the team.
This latest move is yet another reason for me to gush about him. This is very cool, and makes the rivalry all the more fun because it emphasizes how special it really is. I can't wait.

Two things
Second, the lawsuit which you envision would go nowhere. That kind of a contract would be for an illegal purpose (to do something which violates some goofy ncaa rule) and that sort of K is unenforcible.
But I would still take the case. And of course there would be no fee.

What Penalty?
However, if a player is not wearing required equipment (1-4-4) or wearing illegal equipment (1-4-5), there is a penalty. The team is charged a timeout for each incident and if the team has no timeout, then a 5 yard penalty is enforced. I don't see any mention of only one timeout charged. In addition, the section for applying violation timeout does not even mention rule 1-4-3 but does mention the others.
From the rules, contrasting color uniforms is neither required equipment or illegal equipment.
So is the rulebook missing a paragraph? I haven't read the whole rulebook, but so far I can't find a penalty for not wearing contrasting color uniforms. Can someone else read the rules and come up with an interpretation?
