According to tweets from Ben Bolch of the LA Times, Josh Rosen is dressed and warming up, but is going to have to “lobby his way into [tonight’s] game”.

The word on Josh Rosen is he’s been feeling good, has practiced and wants to play but doctors don’t want to put him at risk of a third concussion since late October. He’s still talking to them, however. So there’s a chance but it seems slim.— Ben Bolch (@latbbolch) December 27, 2017

So, whether or not he plays may still yet to be decided and it’s clear that he wants to play. If he didn’t, he would have just accepted the opinion that he shouldn’t play and be dressed in street clothes.
Of course, it could all be a bluff to make K-State think he could play.
All that said, I still don’t think we’ll see him tonight except in an emergency situation.
Game Time Weather Forecast
It should be about 62 degrees and partly cloudy when tonight’s game kicks off at 7 pm MT/6 pm PT.
By halftime, look for the temperature to drop a few degrees into upper 50s and the temperature will fall a few more degrees by the end of the game.
In all likelihood, the weather will probably not matter, because Chase Field features a retractable roof which will probably be closed for the duration of tonight’s game.
